These trend has been going on for millennia. The Greeks and the Romans stole Chariot designs from each other many times in an effort to overcome tipping over during cornering.

Today the US both steals designs or acquires companies from other countries e.g SKYPE was a small company from Estonia but was quickly bought by Microsoft, there are hundreds of such companies.
