Not necessarily. It could be for job ID or just in case they might one day need to put a notice in the papers that begins with “The person whose photograph appears and who goes by the names…”
Not really. Job ID photos are requested after the person has passed the interview
I once applied for a job with KĂgui sounding name. I also passed on the opportunity to a junior colleague who had a Morata sounding name. You can bet who got the job.

I work in the hotel industry, for those staff working in front of the office, outlets and house keeping, before they look at your papers, first they look at the photo. At my former employer, some Rwandeese lady was poached from some property purely on her looks.
