First if all a jigger is a type of flea and not a tick.

Jiggers are native to Central and South America. They were introduced to African shores from around the 17th to the19th Century by European explorers and trade ships sailing from South America, and not from some CIA labs in the 20th century!!

For instance the jigger flea was introduced to Angolan shores specifically in 1872 when infected European crewmen of the ship Thomas Mitchell dumped sand ballast from Brazil in Angola.
