With that budget you can get a generic OBDII scanner which will work OK for basic diagnostics, but for more professional gadgets like the Autel series, you need a higher budget.

Not true, even the cheap ones are useful, provided you have basic knowledge of repairing vehicles. The cheap ones will be able to read and clear fault codes. You just search the codes on the net, and repair as required.

Those things cost as low as $50 on ebay. Information on fault codes generated and correct fixes can be found online.
YouTubers are better mechanics that you will find in a dealership in kenya. Uko nyuma sana.
