Good conduct certificate is a useless idea. Once someone serves time means they should have paid for their ‘sin(s)’.
However, in my opinion, should they insist on punishing the offenders, those who should be culpable are repeat offenders and whomever is facing gross criminal charges - especially crimes against humanity - whether convicted or not.
