The primary goal is to raise revenue…reducing carbon emissions, etc are all secondary goals of raising fuel prices. Therefore, I agree with you raising fuel prices will not affect the frequency of driving.
Alternatives (matatus) are not particularly appealing and efficient…but if people could create demand for efficient mass transit, maybe it will make a business case…but then, we prefer cars…just like we all love buying small plots in Kitengela and Syokimau and build our dream homes (kadogo economy)…so it’s a negative feedback loop…
