How difficult is it to implement an Optical Mark Recognition counting and tallying system, as opposed to the manual counting currently in place?

I see the political propaganda has infected even talkers hapa. The primary system is electronic, manual is a back up with stringent protocol for triggering it. Iebc has already advertised a tender on electronic system. We should be looking at the tender to see if they got the specs right. Already tey are requesting for a system with 70% efficiency threshold which is very low. We are chasing a rat from a burning house

For the hundred time please understand the push for either Electronic only or with manual backup is just a smoke screen. If IEBC picks Electronic only, then get all hackers or IEBC staff to subortage it. The end result is that there is no election results and babuon can now claim nusu mkate as the government current term is nearly over. From a certain losing position and forced retirement to nusu mkate by making sure their is no elections In 2017.

I propose the system to be on an Exadata Database machine running oracle Solaris, 12C RAC, Weblogic, DB Vault and DataGuard. 8 machines across the country, connected in a cluster over the safaricom network and a backup fiber link.

Agents wataamini machine imehesabu kura 600 in 5 min ma itoe results accurate? Then sidhani shida iko kwa counting, shida kubwa huwa kwa voter identification, vote stuffing and finally transmission and tallying

I saw some regional ICT iebc guy build a ussd platform for voter results transmission and it worked well during a by election at ngobit and another in kajiado they should use that…challenge ni kuwe Hakuna network mahali voting stations ziko,like how it has been in turkana east for the last one week

A friend of mine developed and still manages a system that processes, transmits and stores 10 million records daily. That’s around 7000 transactions per minute, and all of this Is done in real-time,biggest lag at any given time is 30 seconds, interestingly 60% of the transmissions are done via inmarsat satellite.

PS. He once crashed a satellite beam :), oh and all this happens right here in NRB

That is a tone of software, why don’t you handle it

That’s something that’s very doable, 1 month max, and have all data transmitted via either inmarsat (isatm2m or isatdatapro) or iridium (extended bursts)
