The central Government has neglected to enforce the necessary checks and balances , so as to turn around and tell the masses that the thing ain’t working, and we should do away with it.
It’s a ploy to return all the Executive power to Nairobi. What we should be discussing, is what ought to be done to strengthen Devolution, and make it work.

This is Africa. Very little, including the personnel, works.

Great concept but weak execution.

Devolution means, devolved power. Kenyan leaders want absolute power, just like the days of Moi.
That’s the reason, the first referendum was deafeated, simply because, Mwai waKibaki and his henchmen, wanted to enjoy unlimited power.
