We have to pay HST/PST/GST for Crave or other Canadian IP TV services, why not Netflix or Prime Video, it's stupid that it was never taxed in the first place.

What matters is where the business is registered.

If foreign registered, DST is a final tax
If local, DST ni pre tax. Means you're still eligible for income tax or other associated taxes.
