El Nino is supposedly round the corner and the authorities are saying nothing about it. It will be " Sirkal saidia once again "

This is like the seventh time am hearing that and No El Nino ever comes. I don’t see what’s different this time around.

The El Nino you’ve been expecting is what was experienced in 1998. This and the subsequent ElNino events actually led to increased food production in the marginal areas which normally rely on below average Oct to Dec short rains . All the same, these events call for disaster preparedness to combat waterborne diseases and floods.
After El Nino comes La Nina which means that efforts to harvest rain water must be intensified, otherwise a severe drought will mess the Country in an Election year when funds are channelled to elections and campaigns.
