I have been trying to use the photo tool 'application' in the US visa site to crop my pictures correctly but it's becoming problematic....

Every time i try to start the photo tool i end up getting a prompt to download some sort of an irrelevant file.....

It's not an irrelevant file. It's a shockwave file. What flash replaced. Make sure you have adobe flash installed.
