Nissan Skyline was a good car but didn’t meet the requirements set for Safari rally such as having produced a certain number of street legal cars for everyday use by ordinary drivers. The Lancers, Celicas and Ford Focus were everyday cars but the Skyline was a Circuit rally car
The skyline was produced as a road going performance everyday car and used to compete with the Evolution among others. Maybe its the specs as mentioned by @Punda since it was a 2.6l twin turbo inline 6
