Citing the need to protect public order and safeguard taxpayers funds the exchequer may if he deems it necessary with-hold funds meant to pay the salaries of any elected official, including MPs and MCAs, who declare allegiance to any other entity other than the Republic of Kenya. Taxpayers funds will not be used to subvert the State.
