He does have a point. That bridge needs a shade.
A shade to me sounds like a luxury they can do without. The pedestrian crossings he's referring to are way shorter than this bridge. I'm not an engineer but I imagine a shade will add unnecessary weight, expenses and other complications. Remember this is not a fixed bridge, the middle points float to allow ships to pass. Alafu kwani hiyo bridge tu ndio ina joto? Nyali bridge imetumika miaka na sijaskia mtu amekufa juu ya heatstroke.

The coast province is a key contributor to the economy. The very valuable region.

They deserve a shade on the pathways and don't have to request.

I don't know

What I do know however, the engineer was not A- in '94 and is subsaharan

They also need shade on nyali bridge, mtwapa bridge, kilifi bridge and all bridges at the coast. I get it. Stupid engineers.

It's because you're used to the bare minimum.
What if it starts to rain in the middle of the bridge and you have a small kid
