Windows 7: Open file in Paint
Click Resize (enter a height of 500 pixels, ensure “Maintain Aspect Ratio” is checked)
Save a copy of the file AS JPEG

You can get better, more advanced scaling options if you have Photoshop, Corel Photopaint, Gimp, or another advanced graphics program; but Paint (which is part of Windows anyway) will suffice.
