Obviously you bought it from someone in the USA, who may have got it elsewhere (stole , picked up etc.) and jailbroken it.
So when you formatted it, the “jailbreak” was lost and hence your predicament.
So if you can locate that guy akuelekeze then good. Otherwise try googling options. Am sure procedures exist
