It was actually motivated by a clip on You Tube that apparently portrayed Jonah Anguka as one of the poor chickens, and sorry luhyas about the birds, under the aegis of a couple of starving wolves on Hen Pen guard duty…It’s a surmise that I am authoritatively confident that the vast majority will second me in the inescapable conclusion I reached.

Jonah Anguka. Many Kenyans view this guy as a hardworking law abiding citizen that in effect was a fall guy or a patsy in the Ouko Murder mystery, the sacrificial lamb oppressed by the state. If Jonah Anguka is reading this you need to get from behind those blinds and come explain the amazing stuff you were doing pertaining to the Ouko murder investigation. All else read from top to bottom and see if this is the innocent bystander in the Ouko murder and you might be quite surprised at what will be revealed if you did not yet know it. Jonah Anguka should issue a rebuttal for what he agrees not with……

And your account of the Ouko murder mystery “Absolute Power” is wonderfully choreographed to portray you as a saint….did you yourself Jonah Anguka actually believe your own book?

I will apologize in advance that I have typed but not proof read this rhetoric monologue…

This is writing is on one Jonah Anguka, who served as Nakuru DC from the mid 80s to early 90s , from information available in the public domain.

He was the only one to be tried for Ouko’s Murder on two occasions, the first of which was vacated due to the death of the presiding judge, whilst the second trial resulted in the acquittal of Jonah Anguka.

Wipe that smile off your face and train your eyes on the screen for visual consumption.

You may begin with a basic query……

To what extent was Jonah Anguka the scape goat in conjunction with the abduction and murder of Hon. Dr. John Robert Ouko, who served as Kenya’s Minister of Foreign Affairs in the Moi regime?

The inescapable conclusion I arrive at the end is one that I am fully confident the preponderant majority will be in approbation, while significantly much lesser will constitute the opprobrium crowd:

Make sure you read this from start to finish to grasp the totality of the assessment as it addresses some of the myths surrounding Ouko’s murder that have been largely accepted as the absolute truth, with specific emphasis on Jonah Anguka due to his scarcely envious legacy as the only one prosecuted unsuccessfully in a court of law for Ouko’s murder.

Many may have considered him as the fall guy or patsy; in effect a hapless victim of oppression by the state, which in turn was perceived as having exacted wanton brutality including specific acts the resultant effect of which is a state inconsistent with human life, or rather assassination to be succinct, all at the peril of this law abiding citizen Jonah Anguka. In short order though it will become quite apparent that not all that glitters is gold, or rather that the gilded cloak of propriety that Jonah Anguka donned, when peeled back revealed an underbelly that was simply inconsistent with the cloak in the order of mutually exclusive binaries.

Kenyans love and are fascinated by political conspiracies and especially unsolved murder mysteries, one of the greatest of which was Ouko’s murder mystery. The more bizarre the spectacles the merrier the consumption of the drama that unfolds. By and large wananchi have had the consensus Ouko’s assassination was an implied executive order meaning someone in Moi’s private bubble ordered the hit with the tacit approval of the president on the premise he was a serious political threat to Moi, and that they were acting proactively in the best interest of the president of course with the expectation of reciprocity in copious patronage to the faithful flocks.

This discourse will first deal with some more overarching topics, realities of the political landscape around the time Ouko was assassinated and perhaps a few of the possible motives.

I will quickly insert a retort to the foregoing as applicable to the Ouko case. Firstly, Ouko’s political dominance contemporaneous to the political landscape of the late 80s to early 90s was not a creature of Armageddon with four horses that spewed flames with every breath. It is important to underscore the glaring fact that by this period at the dawn of instigation towards multiparty politics that indeed yes Ouko was a force to be reckoned with as a brilliant, articulate, and visionary leader, but he was not THE dominating principal in politics to cost Moi night after night of sleepless reflection of ways and means of stemming the political avalanche in his wake, but rather Ouko was ONE among various principals and in fact probably not the one at the top of that list either. We seem to put a cloud of mist over our faces to not recognize the political mavericks of the time not the least of which included the likes of Jaramogi Odinga, Mwai Kibaki, and Kenneth Matiba et al. For a mental exercise I will juxtapose Ouko against the other 3 principals on a podium. Very quickly it becomes apparent that say Jaramogi and Kibaki were much more polished politicians and both of them had occupied the number 2 spot in Kenya amongst other achievements, but they were breathing at the conclusion of the first elections held in a multiparty landscape for Kenya in 1992. That is a very important point that cannot be understated. It is not the case that Ouko was imminently on the verge of political ascendancy to the very pinnacle of Kenyan politics, but he most certainly was a very potent candidate amongst others and almost certainly behind some. That should fell myth number 1 myth that it was simply ineluctable that Ouko was taking over Kenyan politics and had to be stopped. Keep in mind that there are actions which we could say are in the best interest of say the incumbent and that time round Moi but which were not necessarily perpetrated by him or the cronies in his private bubble.

I will now beg of you to permit me to engage in a favorite pass time for me; speculation. The synthesis of scenarios and the injection of congruency to those scenarios. In politics it is probably important to properly understand the relationship between causes and effects. As a cardinal rule specific courses of action generally tend to have effects, unless of course we are in that brutish solipsistic Hobbesian jungle where the only certifiable truth is that you are necessarily as you make the proclamation for that malevolent demon cannot trick into being that which is not.

Political Assassination:

Often political assassinations are carried out to achieve certain end goals. Sometimes things unfold as intended but more often than not seemingly capricious events have a propensity to cause interactions far beyond, or even contrary to the original objectives. In a political association there are benefactors and there are losers. For example if my perennial political nemesis meets an untimely death by chocking on a toothpick chances are that the probability of me winning the contest are somehow boosted at the end of the day. So projecting that to the real world when some of these assassinations occur it is either in the best interest or counter to the best interests for the incumbent. Of course there is a distinct possibility my arch nemesis indeed chocked on a toothpick with fatal consequences which is not to say that I am the cause, because of the beneficent effect it has on my political career. And such can be extended to say the Ouko murder. After Ouko was assassinated it probably was more in the broader interests of the incumbent, even though they might suffer some sort of vacuum in the exemplary reputation Ouko helped to cultivate for Kenya and for Moi, but perhaps the reduced footprint of political competition in the aftermath prevailed. Generally the regime will be expected to take some sort of action to right the wrong or make accountable the perpetrators. But politics is of course not that clean. It may be who knows the case, Ouko was struck by lightning but the strictly bottom line implication is less political competition for the incumbent emerges, which is not to say that the deed necessarily gets attributed to the incumbent. Moreover, unfortunately, and perhaps more than we would like, when events such as political assassination of a key political figure occurs, the benefits of figuring out the truths are outweighed by the gains of that parable whose answer is never realized. In Ouko’s case the common denominator seemed to reveal that in the long run it was probably in the interest of the incumbent regime that the solution remained out of reach, after their cold calculations. Now the original execution might have been from a source within the government or probably not. The fundamental attribution error of looking at the effect of say the untimely death of a key political figure, naturally there is a tendency to arrive at conclusions that more likely than not a state agency was involved, or rather that the presumptively postulated cause naturally follows. But this is a result of flawed thinking absent concrete proof. It might well have been executed from within the government, or not, but nonetheless a cover up operation is done in the shadowy alleys of the government, to create discombobulation that leads ultimately to inevitable failure to unveil the truth, really the precisely intended end state. On the other hand, another highly plausible scenario is overlooked; execution from without the government meaning government did not execute, coupled with a cover up by the government, because assessments have established that is the course of action with least demerits and most benefit for the incumbent regime. And, ladies and gentlemen, the Ouko murder mystery may well have played out to that last scenario-execution without the government coupled with cover up within. At the end of the day, the execution may well have been from within the government, or rogue enclaves within the government, or entirely without the government, with a cover up operation that is positively known to have been effected by the government to balance its calculations. I will give a condensed version of a possible scenario with the Ouko case.

There are two key reasons Ouko’s killing appeared to implicate the government in execution, even though the only part that is certain is the subsequent government clean up. Cleaning political messes can indeed prove really messy, as was clearly evinced in the ouko case. Basically there were two hierarchical layers of cover up; Use of entities within the government to effect the phase one cleanup operations, elements of which might well have been culpable at the execution level to begin with. Thereafter, there was a nested operation to clean up the very entities that were engaged in the phase one cover up.

Two important reasons the execution was pinned on the government:

First, the Molasses plant debacle, which I willl not go into details here, but if Detective Troon had done his due diligence at the inception of the investigation process, and cross checked Marianne Briner-Mattern, and Domenico Airaghi at the very beginning, he would have established that Airaghi was a fugitive conman wanted in Milan literally speaking, that Marianne a pathological liar and self-proclaimed slut who had slept with any and practically all the pants in high office that could prop her ambitions up, and that very importantly, the BAK Group they belonged to none but a flimsy chimera, the whole bizarre implication of Biwott from unrealized kickbacks was squarely silly.

Second was Barrack Mbaja’s fantastic stories:

He is the origin of the Washington Trip debacles where Ouko met privately met with Bush to the exclusion of Moi much to the chagrin of Biwott, and for which retaliation was mandatory and ultimate. Barrack was nowhere on the trip and the other gentleman that he peddled that story along with was not in the trip. The Washington Trip Row was so pronounced in the media, almost at biblical proportions and that was also a bunch of nonsense. And as a side note Barrack Mbajah was probably the most despicable character in the whole Saga and probably a part of the plot that snuffed life out of his estranged brother. Jonah Anguka was a strong competitor as you shall realize further on.

Another important omission by Troon was his close to non-existent follow up on the family row which in all likeliness was perhaps a factor with a triple underlined significance.

I’m sure many must be wondering in their heads why the name Biwott has not been mentioned thus far? Afterall, about the whole country believed he was responsible for taking Ouko, particularly on those twin fantasies of Molasses and Washington Trip, both certified garbage, but keep reading and see what your thoughts are at the end.

Truth be said, Ouko’s murder was probably an amalgamation of rogue entities within the government fused with personal grudges to be sorted out to account for the execution, followed by the government cover-up process that involved purgatory action by some entities within the government, and ultimately wiping out those entities from the previous phase to get a sanitized end state. Just when you thought politics was not fun and dirt.

So if you take this trinity of factors into consideration: Fell the Molasses Fiasco, Fell the Washington Trip Row, and establish that Ouko was in fact perhaps NOT Moi’s top political threat, whence cometh the venom to wipe him out?

Good question and that is where the disco lights flash on the screen by starting to raise names such as Jonah Anguka, who’s behavior as set out below here, will lead to a virtually inescapable conclusion and if at the end you find yourself to disagree with the conclusion of this read at the very end, please detail your rebuttal, for it should make for interesting dialogue.

I will unequivocally state that presented all available information the single greatest threat to Ouko’s life was not Moi or Biwott, but Ouko’s own brother Barrack Mbajah who feuded with Ouko from 86 till his death, and even campaigned against Ouko in support of Joab Omino in 88 elections where Ouko won tenuously with less than 2000 votes in the Kisumu contest. I feel this sense of certainty that Anguka was probably at the site of murder if he didn’t do it himself.

A potentially deadly man by the name Jonah Anguka literally invited himself to the head of the table in the Ouko Murder Investigation! I think in Kenya’s street parlance we call it “Kudoea”. He painted a very huge Bill Board during the investigations with all his 6 or so names, as you shall see, to the effect that, they used his actions to generate his motive; love triangle. He forced the investigation team to coin a motive for him, this man. With Anguka’s wife being Ouko’s Personal Assistant, and to be brutally honest, coupled with Ouko’s record with women, it is very easy to see how problems real or imagined might prove equally deadly. For those quick to wit there is scarcely the need to proceed, but that I will woo you to proceed with this epochal adventure through Anguka land and let’s see where it leads us.

Selina Were:

Selina Were: She was the Ouko family maid in their Koru Home and she took care of th house when they were absent.
Does anybody know what she said when they tape recorded her on Ouko’s death? Troon felt she was holding out, and had a phone line tapped and they got Selina to speak with somebody she trusted about the murder. If you hadn’t heard this before, you might be surprised, and I apologize for the potato you just choked on, but do you know who she attributed Ouko’s death to? Barrack Mbajah, Ouko’s Brother, and she proceeded to list the various entities that were the working group. Unsurprisingly, had the likes of Oyugi, Anguka, Barrack Himself, Joab Omino and few others and the account is not as far-fetched as you might think. The greatest error committed in the investigation was that political drama with tunnel vision trained on Biwott, who as Total Man was Deadlier Than Deadly, but I harbor great reservations with respect to this case. Selina Were of course denied all of it when brought in for questioning, and it is not known how she learnt what she said, and the plausibility is further bolstered by the fact Selina was the one person short of the abductors and the victim, who saw the most and my conjecture is she definitely saw more than she stated but perhaps mortified for her life, she didn’t make any attributions. Hers was a safe testimony clearly seeing a white a white car towards the lower gate with perfect visibility due to security lighting but conveniently unable to identify anyone. I am sure she must have been chatted with and expressly warned in no uncertain terms what she was not allowed to mouth out, after all, her boss, a whole Cabinet Minister, was dispatched like a dog in the street, what of a defiant her?

Other potential miscellaneous motives:

Marianne Briner-Mattern and Airaghi: To get even with Ouko, who they politically helped in the 88 elections, but switched ministries from Industry to Foreign Affairs, and needless to mention, they didn’t reap any harvests. Method Used: Create feuds between Ouko and those around him about affairs and yadi yada tenga utawale halafu utwange. Not as implausible as it may seem prima facie.

Scorned Wife: Mrs. Ouko was overloaded with revelations the last 6 weeks of Ouko’s life, with the affairs that, all but her knew about including a 7 year old Ouko had fathered with a mistress that he confessed to her about

If you take a random box and throw in the names: Hezekiah Oyugi, Barrack Mbaja, and Jonah Anguka, it’s almost inconceivable that you miss a minimum of close to 66% of directly culpability

Jonah Anguka: Motive can be summarized as Love Triangle

Now down to Anguka and Others let’s scroll further down:

We know the proposition that it was conceivable there might have been an affair ,or a perceived imaginary affair, the effect and backlash of which is essentially the same, between Ouko and Mrs. Anguka. That hypothesis might have proved so vitriolic to Anguka, that the ultimate price was the cost for Ouko, but again, this is not necessarily what happened, but rather Anguka’s behavior right before and during the preliminary stages of the investigation, which had him seemingly omnipresent everywhere there were key developments in Ouko’s case, and this is despite the fact that he was Nakuru DC, while Dr. Ouko was cabinet minister as well as MP for Kisumu Town; In other words Ouko’s murder was not the prerogative of Anguka’s Chain of Command, and thus experientially he was elevated to the status of prime suspect, because his chain was through the PC of Rift Valley and ultimately under the cloak of Hezekiah Oyugi, who was the PS in the Ministry of Internal Security, a very powerful branch being under the umbrella that encapsulated the Police Forces, Intelligence etc. As DC for Nakuru DC Anguka had a significantly high clout inherently, by virtue of the close affiliation to the President Moi, and of course the Law Enforcement and Intelligence for the District.

I am sure it is likely you are aware that the death of Ouko generated so much backlash and widespread riots around the country, with the epicenter predictively Kisumu where Ouko was an MP. President Moi faced perhaps the biggest challenge of his presidency with the onset of the Ouko Murder, save for the abortive 1982 coup attempt instigated by some low to middle level military officers, amongst an amalgamation that included some in the academia, as well as activists. Moi was forced to act immediately to appease the mournful and very bitter populace, which perceived the act as an explicit or implicit execution order aimed at throttling down the political threat that Dr. Ouko supposedly posed for Moi. To this end he solicited and was granted assistance from the Scotland Yard, with Detective John Troon and Forensic Pathologist Ian West.

It should be noted that Ouko was not the only person that could be a political threat, as there indeed was the presence of some mavericks in politics to include Kenneth Matiba, Jaramogi Odinga, and Mwai Kibaki after he receded from the helm of power as VP in 1988 et al; in other words Ouko was very brilliant but not the omnipotent conventional beast that engulfed fully the very substance of Moi’s nightmares as many would have it in perception.

OK now down to the items that elevated Jonah Anguka to prime suspect in the murder of
Dr. Ouko; The Minister Of Foreign Affairs and MP of Kisumu town in Moi’s regime.

Back to the role of Susan Anguka working as Personal Assistant to Ouko. As an implied motive the question of an affair, or perceived pair, might potentially have driven Anguka to gravitate towards liquidation of Ouko, but that inference was arrived as a possible motive ex post facto, to explicate the many strange things he did pertaining to Ouko’s murder investigation, and if you see them and are not befuddled, then merry we all in bliss!

Timeline of 12/13 Feb 1990:

It was ultimately established that Ouko died sometime in the early morning hours on 13 Feb 1990.
Selina Were who was Ouko’s house maid indicated that she was startled in the wee hours of 13 Feb 1990 by a noise that sounded kind of like a door being slammed shut(In later recreation of the scene the closest sound she identified with was sound of gunfire but could not decisively rule out a slammed door). And here to detour momentarily from a video I saw of Troon on You Tube he appeared to suggest that somehow Ouko was tricked into getting outside, and of course there were people he knew or who would have let them in through the gates, and into the house to pick up all the stuff they planted to create the suicide tale? Apparently after stepping out he appeared to make that terrific realization of what had just began, and probably tried to flee at this point at which time, there was a feverish scuffle that rendered his angle broken at two points, meaning he must have been scared cold and literally fighting for his life, and apparently per Troon that right there he was shot in the Torso, a wound that would not be expected to be immediately fatal, but ultimately it would if not stemmed. That there might have been plans to get him to Nakuru but with the trajectory that events took, they had to finish up the job real quick so they probably rushed in and took what they could amass, bundled Ouko into the white car, just slightly before Selina was out, having been startled by that initial gunshot she thought was a door. All this time I assumed Ouko was shot once only. Upon stepping out to investigate she spotted a white car towards the Lower Gate that marked the entry to Ouko’s drive way and it turned to the main road and disappeared. There was security lighting so she could clearly see the vehicle but wasn’t quite able to identify the occupants. This was roughly 3 AM. A couple hours earlier Ouko had asked for the keys to the Pedestrian Gates for the compound, as well as the keys to the stores, and was out trying to find a way to keep 500 chicks that were delivered the previous day warm, but was unable to find spare light bulbs to that effect, and the rest of the staff that gave him the keys went to sleep and that was the last time he was seen alive, except of course his executioners.

Jonah Anguka had logged an extra 270KM in the Feb 12/13 time frame, and excess fuel he couldn’t account for. He said that there was an error in recording but the investigators were not buying it because two concatenated errors by perforce are implied, for mileage and fuel consumption, which simply didn’t make much sense.

The Ouko Murder Scene:

Ouko’s death is estimated to have taken place on 13 Feb between 3 and 6AM and potentially slightly later than that. Paul Shikuku a herder spotted Ouko’s body that happened to be on fire around the chest area about 1300. Villagers assumed that it was a known insane man in the area who had committed suicide and no report was made to the authorities. The body was discovered on 16th Feb at the foot of Got Alila Hill, about 2.8KM from Ouko’s Koru home. The body was on its back and appeared to have undergone extensive fire damage to the torso area and with more fire damage on the back than the front, and I would reckon after 3 days some decomposition too, but his facial features still distinctly identified Ouko for those who knew him. Further examination revealed that he had suffered a gunshot wound to the back of the head with the entry point 8 cm above the right ear and an exit wound 6cm above the left ear. It was established that a firearm had been discharged around the are from damage to some branches about 7 feet north of the head. It was estimated by virtue of the blood patterns on the face that the body had been moved about 2 to 3 feet but that he was executed around the place he was found. Reports about a helicopter dropping the body are patently nonsensical as the body would have incurred by perforce major skeletal trauma, and there was no evidence of such. His 38 caliber revolver was next to his right hand on the ground with one round in the chamber, and 4 more rounds would be found in the pockets of Ouko’s leather jacket. The fatal bullet was never discovered but forensic testing appeared to suggest the damage to skull was more extensive than would typically inflicted bOuko’s revolver so it is suggested he was probably shot and his revolver placed next to him to feign a suicide narrative. One of Ouko’s legs was seriously injured with major breaks in the ankle at the end of the tibia and fistula leg bones, which suggests there was a very desperate and brutally suppressed struggle by Ouko to evade his captors. I don’t think any human being would want to picture themselves in such a scary scenario where you can almost see crystal clear that you are about to be wiped out. A few feet from the body there was a 6 liter diesel jerry can, a flash light, a match box with some unused matches inside, a plastic bag that contained some of Ouko’s clothing and gumboots neatly stacked close by, all of which were Ouko’s own belongings, to the exclusion of the Jerry Can with diesel. It was estimated that Ouko was shot in a sitting or kneeling position, and detective Troon seemed at some point have described a trajectory that was consistent with being shot in the standing position to explain the damage to the nearby branches(In other words reading reports on the scene Detective Troon described a standing position to account for trajectory, but in a You Tube video where he recreates the scene it is done in a kneeling position so I’m not sure which version is correct; either way fatal. Cause of death predictably was irreversible brain damage aggravated by (after death probably) fire damage of predominantly the torso area. The killing was emphatically ruled a homicide, though some did and still purvey the suicide tale, which would perhaps be so fantastic that only Tom and Jerry scripts could conjure such .

Early Feb 13 1990:

Anguka’s driver arrived to pick him up for work at 7 in the morning, and for one of the extraordinarily rare circumstances of tardiness, Anguka slept through, and set off to work at 9AM. Additionally
AP Police Officers who provided security saw him arrive at 5AM. He was later to testify, and had been trying to swing the AP Policemen to lie for him, that he had been home all night daily in the week leading to Ouko’s murder, so clearly there is a deception here and why would that be the case? What was he doing in the early hours of 13th Feb that had him home at 5AM….with almost 300KM covered that are inexplicable? This particular point is one of the most crucial in the Ouko murder timeline as I am sure the reader will acknowledge.

Anguka went to Ouko’s Koru home on 15 Feb 90 and could not explain what in fact took him there, and next day 16 Feb when Ouko’s body was discovered he was in Koru in under 2 hours at the murder site. Happenstance? Maybe, or let’s say photographic recollection of steps taken prior days. As a matter of fact, he was present at Ouko’s home in Koru, to receive a call placed from his wife, as Ouko’s Personal Assistant, to inform the household Ouko’s body had been found. He got the juggling skills been to the murder scene, even at Ouko’s house as the information is relayed there etc. The Officer who was in charge of the investigation was aware and had pulled Mrs. Ouko to the side, so he could go and discretely deliver the bad news. Anguka had just been on the phone with the wife so he stormed into the room where Mrs. Ouko was, and without any sense of tactic or sensitivity, and an aura of the callous, told Mrs. Ouko straight to her face they had found Ouko’s body and she fainted in grief, and the other officers in the room were very furious at Anguka for the recklessness he exhibited to a bereaved family and he was scolded accordingly. That is what we call gratuitous malice, completely uncalled for. He is clearly projecting his disdain for Ouko to the family, perhaps without even realizing it. Now of course in the book Absolute Power, there is a very massaged, if spun tone to it, so marvelously as only a contortionist could, to create the impression of how close he was to Ouko and that Ouko always stopped by his office or residence in Nakurw when he passed there, and needless to say, dead men tell no tales. Notice that he had gone to Koru on the 15th Feb and soon after discovery of Ouko’s body 16 Feb he was quickly right there in the Koru home, and for what purpose? As Nakuru DC what is he doing lingering in the Koru area which is in Kisumu, and that brotherly affection between Ouko and Anguka, appeared to be an asymmetrical construct conjured in his head, since he wasn’t what one would close to Ouko. Driving the foregoing assertion home is the fact that Ouko was involved in a minor accident with a petroleum tanker between Kisumu and Kericho a couple days before his demise, but got out effectively unscathed though maybe shaken(very strangely that’s around the same area the wife Mrs. Ouko just recently died in a fatal car accident and may she RIP). After this happened, Ouko had many friends and relatives call him or they paid homage to Ouko by visiting, and as such their solidarity with him was demonstrable, but of course conspicuously absent from all these lists was Jonah Anguka himself. So much for brotherly love.

Jonah Anguka was present at the scene where Ouko’s body was discovered, and was a witness to the original examination of the murder scene scene and during the subsequent autopsy at the morgue. I am sure by now you are starting to get the feeling that he is clearly going above and beyond casual curiosity and one might conjecture he might have well been on a reconnaissance mission. Shortly after the discovery of Ouko’s body, Anguka sought and was granted permission to visit Nairobi for some urgent matters he needed to attend to at none other than the Ministry Of Foreign Affairs, and he provided no explanation for this sense of urgency to visit Ouko’s workplace. You know skeletons have this nasty habit of being dispersed in all sorts of manner and you have to be more industrious than a worker bee in keeping up with the tempo of dispersion of the multitude of parts, and to that end Anguka was quite spectacular!

Detective Troon and Forensic Pathologist Ian West of Scotland Yard arrived in Nairobi JKIA on 21 Feb 90, only five days following Ouko’s body being discovered to emphasize the level of sheer tensile strength of the pressure Moi’s government had to grapple with, to account for the untimely demise of a very brilliant and promising figure in Kenyan politics that Ouko had morphed into. None other than Jonah Anguka was present at JKIA Nairobi to receive the team, and in fact just a short while later Jonah Anguka was to introduce the Scotland Yard detectives to Hezekiah Oyugi, the powerful and feared PS in the Ministry of Internal Security, with barrel after barrel of skeleton to behold. He had broad leverage in control of the police force and Intelligence teams, and it has been posited he might have run his own parallel teams in tandem perhaps designed to consign to obscurity some of the less savory misdeeds that the public is best shielded from. As time progressed it seemed to emerge that the activities of Anguka and Oyugi had some harmonic overtones, the appearance that at some level of resonance emanated from the two in the elaborate task of obfuscation and misinformation that dominated the investigation process. So in what capacity was Jonah Anguka acting in being at JKIA to receive the Scotland Yard team? Clearly there is not a justification officially or otherwise, than the sheer will of Anguka to be not less than 2 heartbeats behind the investigative team, and the implications are hardly the stuff of meritorious deeds, but rather more likely misanthropic manipulation to create foggy clouds over the begging question that persists to this day for want of an authoritative answer, as to

Who killed Ouko and why.

Jonah Anguka shoved a certain hard working gentleman who had been specifically assigned to the task, to the side, imposing himself as the very translator when Selina Were was being interviewed, for she only spoke Luo which the detectives didn’t understand and vice-versa for English. This is a very key point because in theory Selina came as close to being an eye witness as it gets, and indeed she was in a peripheral sense, to the abduction of Ouko, for subsequent execution, as were Ouko temporarily before himself being mercilessly shanghaied from his earthly existence to the celestial realm, and of course the abductors cum executioners themselves. What business did Jonah Anguka have appointing himself as translator for his very key witness Selina? Short of reconnoitering, I shudder in despair to conceive a plausible justification.

Remarkably when the floodlights of the investigative process were trained on Anguka, he summoned the relevant AP Policemen responsible for his security and coerced them to testify that Jonah Anguka was at home during the course of all the evenings in the week that culminated in Ouko’s disappearance or rather death. This is despite the fact that the AP officers had already issued their testimonies previously to the effect that Anguka arrived home at 5AM the morning on 13th Feb 90, a timeline that appears to be fairly consistent with his presence much closer to the activities that transpired in the wee hours of Feb 13th culminating in Ouko’s death, if not in the very thick of Ouko’s demise.

Jonah Anguka was present with Detective Troon during a search of Ouko’s safe to retrieve dossiers he might have been working on.

The investigators running the investigation made explicit complaints of interference from Anguka to the extent Oyugi had to shut him up and consign him back to what must have been huge backlog of work in Nakuru given all the time that he had spent not doing his work but rather chasing the Ouko case.

Detective Troon had the Forensic Pathologist Ian West carry out a second autopsy, and needless to say, Jonah Anguka was right at the fore to witness it, and this in addition to have been present at the initial forensic examination of the Ouko murder scene, and the initial autopsy of Ouko. At right about this juncture one can’t help but ascribe omniscience to the already fertile extent of Anguka’s omnipresence in the investigative process. Now one may venture that all this curiosity displayed by Anguka was perhaps for the greater good, and perhaps it was precisely so, granting camouflage as that good; no more no less.

Detective Troon made the observation that within the first 48 hours seemed to be punctuated by Anguka’s presence. Funny enough Detective Troon actually had made almost nil reference to Anguka save for a perfunctory entry to explain a specific slide that didn’t directly deal with Anguka anyway. It was when he had delivered his Final Report towards the end of 1991 that the visual acuity of hindsight had him leave the name Anguka as a person of significant interest to be further investigated. And indeed not long afterwards, Anguka would find himself charged with Ouko’s murder two times, the only person to be officially charged with Ouko’s murder twice; the first case was invalidated after the presiding judge passed away, whereas the second trial resulted in Anguka’s acquittal.

At this juncture I seek a momentary repose to reflect on what happened if in the briefest sense. Mr. Jonah Anguka invited himself to the Ouko murder case and prescient due diligence was observed to hold him accountable, albeit unsuccessfully.

Jonah Anguka thereafter sought successfully asylum to the US for fear of his life, and started priming the cogwheels of what was supposed to be Anguka’s version of the Ouko Murder Mystery-Absolute Power.

Absolute Power By Jonah Anguka published circa 1998:

This book made for a very interesting and intriguing agglomeration of Anguka’s experiences pertaining to the mysterious Ouko Murder. Tersely, it purveys the perilous quagmires of this hapless law abiding citizen, in the face of unprecedented oppression by state, who gets fed to the cruel hands of fate as the sacrificial lamb, in a drama filled saga. In the book, whilst amplifying his philanthropy anywhere possible, remains absolutely silent, even lethargic, on his misanthropies, the latter being construed as an oxymoron to his very essence.

He portrays himself as a very dear friend of the Oukos. Two anti-theses counter to that are being anywhere close to checking on Ouko’s well-being following the minor accident he had shortly before his death…whilst his families and friends called or visited Ouko, including the sister Dorothy Randiak who visited Ouko at his place for that very reason merely hours before his untimely demise. Secondly is how he broke the news of Ouko’s death to Mrs. Ouko. This was very telling of how he really felt about the Ouko’s with the sheer insensitivity he demonstrated delivering the devastating news to the effect thatOuko’s wife instantly fainted out of sheer grief. He was not on any of the guest lists for the many guests the Ouko’s hosted at their house, as they so did with regularity.

In a nutshell, Anguka is sufficiently present in all the on-goings pertaining to the Ouko investigation to wield virtually eye witness caliber of authority in his testimony, while distancing himself sufficiently, to be just beyond the reach of “culpability” in all the malice that had occurred. For example, you will instantly notice that thanks to the magnificence of his ubiquitous presence for all the instances as itemized previously, that magnificence can then not be polluted with such malodorous acts as contrivance, collusion, or direct execution; deplorable activities that can be levelled at all but Anguka. After all, do not we love eating as well as having our cakes concurrently?

There is absolutely no deficiency of very telling bouts of silence or rather dissociation through omission which does not seamlessly segue to dissociation by commission, which if it indeed held strictly so, the latter would definitely absolve him of culpability. Of course that test was failed miserably. For example in his book he proceeds to state that on 21 Feb, the team from Scotland arrived. There is no mention of him being at the Airport to receive Troon and West, or of him introducing Detective Troon and Forensic Pathologist Dr. Ian West to Hezekiah Oyugi. There is absolutely no mention of his presence at any of the autopsies and some of the many mysterious appearances he made. He tries level hard to dissociate himself with Hezekiah Oyugi, and does not indicate the professional or private relationship with Hezekiah Oyugi, yet at many levels the activities of Anguka and Oyugi were often construed as being in synchronized cadence, with Oyugi the dominant of the duo by virtue of rank. Granted the truly unhygienic nature of anything that wrecks of Oyugi, and that appears to be cultivated in his sphere of presence pursuant to Ouko’s murder. It is no small wonder that association with such an entity is inherently deleterious to Anguka’s image, and use of those subtractive techniques cultivates the perception of an infallible, if dedicated and humble, citizen trying to do the right thing at all times, and indeed the apparition begotten resultant from this concoction was too good to be true, and as such it persisted and all but certainly always will.

Ultimately the books seems to be be “an unrepentant apology” of Anguka’s actions which shouted much louder than the actual utterances about situations, in the tenuous realm of omission, and for anyone in the investigative fields oft is the case that omission screams louder than commission.

The Inescapable Conclusion:

Jonah Anguka may be given various labels, but one incontrovertible truth, in light of his actions, his words, and perhaps even more so, his omissions, is that Jonah Anguka was no innocent bystander in the demise of Ouko. There is a continuum of probabilities for his role between collusion, contrivance, and explicit execution…with high probability of concatenation of at least two of those factors as the lowest conceivable threshold, and the conclusion is scarcely escapable.
