Which would you recommend for an institution/School website?
Depends with functionality that you are looking for, but in my opinion i find both very bulky but joomla much much more bulky. Is it a basic website or it has other module such as library, exam and student management? If this is the case, won’t advise either. And i don’t see why you should do a school website without such addons.

I foresee a situation where the client will need such modules/addons. Its a midlevel college, the budget isn’t much but due to the influence of the board want to do a neat job.
Haven’t seen any templates with such modules, been looking since morning. Point me to one…
Tumia wordpress, joomla is slowly fading used to love it but had to switch !, but if you really know your shit unge tumia Drupal, that thing is a monster but you have to know what your doing, to say it has a steep learning curve is being kind.
Only problem with Drupal it’s an overkill for most projects but it would be perfect for a big institution

How much are app, web developers paid per month in a software deveopment house? I know it differs but generally how much can one budget? HTML, CSS, PHP, Android, java, Javascript, etc is there a database where one can source them from for short projects?
Drupal. Most institutions even Ivy league universities have built their sites on top of the Drupal CMS. Learning curve is relatively steep compared to WordPress
Quite steep but like I stated if you know what ur doing it’s monster ! Joomla is a cessna , wordpress is an f16 , drupal is the whole fuckin factory you build what you want. Plust it pays a shit load project moja from a serious client your set for a year !
