Jubilee Development - German firm wins Sh1.4bn deal for Nairobi traffic lights

A German infrastructure and mobility firm has been awarded a Sh1.4 billion contract to design and implement a smart traffic system for smooth flow of vehicles on Nairobi roads. HP Gauff Consultants will supervise the rollout of the intelligent traffic system (ITS) that involves installation of intelligent traffic lights at major road junctions in the city. The smart lights will allow a longer period of traffic flow from roads with most vehicles as opposed to the current analogue traffic lights that are time-based, restricted to allowing and stopping vehicles at intervals. Under the plan, cameras at intersections will determine the most clogged roads through vehicle number plates embedded with microchips that Kenya is moving to adopt and automatically synchronise traffic lights, effectively removing the need for traffic cops.

“The system is set to transform our roads with the reduction of human interface and helps in the collection of useful data for decision- making,” said the Kenya Urban Roads Authority (Kura) — the implementing agency.
“We expect drastic change in driving behaviour among motorists as traffic offence will be captured on camera in real-time.”

The project is jointly funded by the World Bank and the government and is part of the Nairobi Urban Transport Improvement Programme. The first phase will involve construction of the smart traffic system at 100 major road junctions. The city has 400 junctions, blamed for causing traffic jams. Nairobi roads have also witnessed an explosion of cars but roads expansion has failed to keep pace. The World Bank, in a recent report, said Nairobi residents on average spend an hour to travel to work and another 60 minutes commuting back home due to traffic congestion on the city’s roads. The smart lights contract will also involve construction of an operation command centre that will house engineers, system specialists and traffic police officers to monitor traffic in real-time.

“The cameras will detect which side of the roads at an intersection has a heavier traffic and automatically allow the vehicles to flow to decongest,” said Kura. “For instance, if the right side road has 200 vehicles and the left has only 20 the traffic lights will allow traffic from the right side to flow.”

Kenya loses an estimated Sh140 billion per year due to traffic jams, according to Ministry of Transport records. The current time-based traffic lights allow for equal amounts of time, proving ineffective in unclogging roads that crowded with vehicles. This has made the lights inefficient during peak traffic hours, with police officers taking over control of vehicle flow. Police sometimes keep cars on certain lanes longer at traffic intersections though those lanes have more vehicles than others. The National Transport and Safety Authority (NTSA) last year released regulations for new number plates that will come with a microchip that can be read remotely by sensors at the junctions.

Ithanga is just outside the Nairobi county border, it’s in Kiambu county. So you are right. If it’s to join Kiambu, Muranga & Machakos county then that will be under KeNHA. Let me find out.

NTSA expects the matter in court to be concluded by Q1 2017. At the same time President Uhuru has directed that the rollout to be completed by June 2017. Personally I just want it to start, once people see them then they will rush not to be left behind. This analogue plates are ugly, ineffective to administer and prone to manipulation.

I don’t know about another tender, this was done under KURA. The one done by county was analogue, was done manually and it failed a few months after.

We spent hundreds of millions installing the current traffic lights, yet they are never used.

it doesn’t matter if we have smart traffic lights or digital trafiic controllers coz as long as Nairobi drivers behave like idiots, gridlocks will still continue. Who remembers the traffic lights with number counters? Then the police come and just tell motorists to ignore the lights. Has anyone forgotten Kidero’s boxes? Well it seems we need to change the mentality of drivers first.
