why do they lay the trucks on a bed of ballast? Is it to absorb the shock @shocks and other engineers?

To facilitate drainage and keep down vegetation.

couldn’t the water just drain off a plain concrete surface? How much vegetation would germinate and grow off a concrete surface?

This is a bit off my specialty, but it has good characteristics e.g self draining, spreading the load over a large area, easy to level the rails e.t.c tho I think low construction cost plays a big role. I’ve seen on High Speed Railways they put the rails on top of a concrete slab and bolt them in
