Why does a poor Kenya needs or have more representation and a larger govt which takes a larger amount of budget for unnecessary salaries etc…and for which Kenya can hardly manage to finance and is forced to borrow to do so… Which money or resources could have been used to provide essential services like health education water etc. Compared to very rich and developed countries or states like California which despite a huge GDP and resources and ability to maintain a huge govt instead has got a small leaner govt
