They should only do so when we have competing ports around, and the major lines threaten to shift operations

So how should things be structured, in your opinion?

If we are to go that route then we should avoid using public funds to develop port infrastructure. we spent over 100 billion and time developing something then we hand it over to private firms in exchange for nothing. what happens to small shipping lines who bring equally considerable business to our port?

Is there an example of a privately built port?

building a port is a very expensive undertaking which requires time and big money. thts why we should not be too quick to hand them over to shipping lines. the only instance we should do that is when we have other big ports around which can outcompete us.
