Does the morpheus app run on the firestick or the TV? I have a 4k TV, Lg, but it ‘is not permitted’ to download apps.

Install android on a laptop (yes its possible) or install an android emulator(i.e ) blue stacks. its free.Then install these Morpheus and modbro streaming apps. you dont need to buy firesticks if you dont have the budget.
