(Reuters) - Foreign companies filming in Tanzania must give the government the right to vet raw footage and let the country use the movie in promotional material, according to a bill passed by parliament on Thursday.

Opposition groups said the bill - which still has to be approved by the president - would likely squash the country’s fledgling foreign film ventures.
“Putting these requirements in a law is like pushing away the individuals from working in Tanzania. These are not friendly conditions, instead of promoting the industry they will hold it back,” said Salome Makamba, an opposition lawmaker.

The Tanzanian government is increasingly intervening in all sectors of the economy, from mining to telecoms to agriculture. The state says it is increasing revenues and providing jobs, but analysts say heavy-handed interventions are driving away private investment.

Arts and entertainment grew at 13.7 percent last year, twice the national economic growth rate of 7 per cent, according to the ministry of finance. The ministry did not provide numbers regarding national and international film investment.

“This … requires any foreign production company or individual using Tanzania’s country, content or location for filming whole or any part of a film, advertisement, documentary or program to submit their raw footage to the Tanzania Film Board,” Attorney General Adelardus Kilangi said.

Filmmakers must also submit a finished copy of their work to the Tanzania Film Board or a delegated authority to get clearance before exiting Tanzania, he said.

Foreign individuals or companies are also required to allow the government to use video clips or the whole film to promote Tanzania and its culture, he said.

Failure to comply will leave the entity responsible for a fine of five percent of the production budget, he said.

There’s seriously nothing wrong with what he’s suggesting. It’s a very fair deal.

How is this a fair deal?

Blacks love being slaves… Can foreign white companies go to China and film their poor villagers and exploite them like nothing? But they can in the black africa because the blacks there have low IQ. There are tons of those videos of foreign companies going in to poor villages somewhere in Africa to film so called unvivilized black tribes because they can.

You wouldn’t know good leadership if it was standing in front of you, some of you are so deeply used to low IQ leadership that once you have leadership that uses its brain you try to reject it like its a virus when in reality its a cure.

To shoot in any country in this world, a film license is required. Most include those stipulations stated, if not more stringent.

To put it simply, if I come to your house to film your family’s behaviour, you deserve to know

  1. Why I am there
  2. What I want to do with the footage
  3. A copy of what I have filmed as both evidence of an agreement, and as proof that I haven’t filmed your wife taking a bath.

You ever heard of the term “censorship”?

Considering that Tanzania is devolving into a dictatorship, what this law means is that the government is now trying to prevent any sort of unfriendly information from leaking out to the world. This means it will be harder to film the sort of things that dictatorships don’t like eg human rights abuses or documentaries on poverty or corruption.

Films are also intellectual property which means that they belong to the filmmakers. That is why it is illegal to pirate movies and why one can get heavily sued by filmmakers. Now what the Tz government is doing via this law is that it’s forcefully appropriating any foreign films shot there. It has not contributed to the film making budget, or the filmmaking process but wants to grab the film itself for its own purposes.

Moreover, most films will almost always indicate where the footage was taken. The fact that this government is pretending not to know this is incredible but par for the course for a tinpot dictatorship.

Good news for Kenya though as Magufuli’s harebrained scheme has given incentive for FDI here. If you know anything about films it’s that filmmakers despise censorship and despise copyright infringement even more.

Go to YouTube and see the kind of racist degrading videos jungus film in Africa then you will understand where tz and Magufuli is coming from. But then, I bet there are Africans who found selling their own profitable, so selling their dignity is nothing

We once applied for a film license in California and found that we needed to pay for a state supervisor to come and monitor what we were shooting on ground as foreigners. And that’s from the ‘freest state in the world’ so to speak. Leave alone leaving a copy of everything shot with a Ca. state film body.

Please refer to the very simple example of the family shoot that I gave. Try not to look at it with Maghufuli tinted glasses.

That FDI you think is coming here will easily go to Morroco and the Seychelles which have much laxer filming laws and set ups specifically designed to attract foreign filmakers.

So,

  1. Everyone in the world has a film licensing requirements and regulations. Tanzania is not special.
  2. Tanzania is asking for little compared to what other countries do. Try opening a tripod in Ethiopia and watch SWAT come down on your ass.
  3. Do you really expect it to be okay for someone to walk into your country, shoot whatever they want and leave?

Exactly, you cant really talk to these low IQ people, ive seen those videos where they will go into remote village and film docile half naked tribal people for the world to see and all kinds of degrading videos, blacks are the only ones who allow this and you wont see asian countries allow it and they even have laws against it but these low IQ people in the comments are saying at Tz is turning to dictatorship when it cares about its countries integrity. Lets see what Magufuli has been doing in his short 4 years in power, he has been fighting corruption and taxing those mine companies who have been looting Tanzanias wealth for decades. His anti corruption nature has invited more investment in the mining sectors and even neighbouring countries such as DRC are going there to learn how they can create the same system that Tanzania is creating in the mining sector. Compare that to Uhurus Kenya where 1 Trilion Ksh. is lost every year to corruption.

He stopped public servants from taking foreign and wasting public money which is common all over Africa and he has used that money to build up his country(some of his projects below) without indebting Tanzania unlike Kenya has indebting itself in recent time, look up Kenyas debt vs Tanzanias debt last 5 years, Tanzanias debt has remained the same since Magufuli. He uses his brain before signing deals unlike low IQ Uhuru Kenyatta and he thus refused to sign the EPA deal because its not designed to help Africa but to further exploit but low IQ kenyan leaders dont use their brains and do whatever white/foreigner leaders tell them. The result has been that Kenya has been getting short crumbread result which they joy at while Tanzania waits for the deal to become in their favour which will benefit them in the long run. Magufuli recently stopped the counstruction of a port planed by the previous president which would mean that China would have a guarantee of 33 years and a lease of 99 years, and Tanzania should not question whoever comes to invest there once the port is operational. Only madmen would sign laws like this and its true when they say that Africans don’t think longterms, the Chinese are thinking about their grand grand grand children 100 years in the future while the africans are thinking about the next day, the same as whites when they came to Africa and still today their grand children are living in castles and own the land in places like Namibia, S.A and even in Kenya.

Africa do really have a problem when it can’t see good leadership when it has one, even the IMF has been attacking Magufuli with false rapports claiming that he’s bringing down the country when infacts its the opposite and they forgot to add information about the projects that Tz has been building to help the economy which they said they would add in their second rapport. AfDB was there to correct the information, but to people like you its probably less credible because black people are in the front of it than whites:

Here are some of the projects that Magufuli has done in Tanzania in the short time all without indebting themselves through loans like Kenya:

1-Construction of new Standard gauge railway(Electric) from Dar to Morogoro phase 1 and Morogoro to Makutupora(Dodoma).(In construction)
2-Renovating the old railway from Dar to Isaka, Tanga to Arusha.
3- Construction of new Airports and expansion of old ones in Mbeya, Dodoma, Kigoma, Tabora, Shinyanga and Mtwara.
4-Expansion of ports in Kigoma and Expansionof Dar port.
5-Construction of Stigler gorge Hydroelectric power Dam 2115 MW. ( In construction by Egypt’s Arab contractors and El Semedy ).
6- Construction of Hospitals and Healthy centers.
7- Re-establish Air Tanzania by buying 6 new plane. 3 Bomberdier Q400-8, 1 Boeing 878 dreamliner and 2 Airbus A 220-300.
