Why arrest the smoking vehicles? They should arrest the drug dealers selling them weed

Nonsense, that is not his job neither is it within the County Assemblies jurisdiction,
Counties do not have Courts. If for instance you do not have a license and askari kanjo arrest you, the DPP will prosecute you in the Resident magistrate’s court.
All courts, I believe, belong to the judiciary it is only in some towns they assign one court to only hear city by-law cases. but the magistrate is the same ie he would sit in any other court.
Na si hapa ndio kutakuwa na conflict of interest if, say, a traffic amendment indicates that you shall be liable for a fine of 10,000 if found operating a defective motogari, then unakutana na kanjo za mayakos wanadai uwe fined 150,000.
And then again what happens if its smoking (wacha nikwame hapa kidogo) and you r motogari has a valid vehicle inspection certificate, meaning it has been checked and deemed roadworthy?

Kosa kulipa upelekwe prison. Kama ulikuwa umepewa bail they use it in place of the fine. Lakini kwa hizi court ndogo ndio naamini kuna corruption.
