Non-local tenants have moved to what they consider the safer towns of Isibania and Kehancha while tourists who would visit the border town now prefer going to Tanzania.

Political uncertainty is taking a huge toll on the real estate business in Migori town, with home owners and hotel industry players concerned about low occupancy since the August 8 election and the prolonged campaign period before the repeat presidential poll.

Migori, a NASA stronghold, is prone to political activity that often leads to chaos. Indeed, in the run-up to the August 8 polls, Migori County was identified by the National Cohesion and Integration Commission as one of the country’s political hotspots.

Before the August polls, Migori town experienced a spate of campaign-related violence pitting the supporters of the main gubernatorial aspirants, Mr Polycarp Ochillo Ayacko and Mr Okoth Obado.

And following the nullification of the results of the presidential election, there were protests in the town, leading to the closure of several businesses.

Property owners say that business premises, in particular, are suffering low occupancy rates as potential clients stay away for fear of an outbreak of violence.

“Many commercial buildings with office space have come up in Migori town but they have not been occupied due to the political uncertainty occasioned by August 8 election and the forthcoming repeat poll. Many investors hope the situation will stabilise so that business can return to normal,” said Mr George Omondi, a real estate agent in the town.

Hotels in the town have been particularly hard hit, with the owners counting their losses as occupancy rates plummet.

“Scores of potential customers are avoiding the town since they fear that violence can break out anytime,” said Mr David Omollo Oyugi, the general manager of Creadex Hotel, one of the leading hotels in the town.

Mr Oyugi added that many non-governmental organisations that operate in the region and are their main clients have scaled down their activities as they wait for the political season to end.

“Most of the hotels rely heavily on NGOs. They hold seminars, trainings and conferences in the hotels. However, all of them have stopped their activities due to the rising political temperatures. We are operating at a loss since we have to take care of overhead operational costs,” he added. Meanwhile, Mr Brian Mbeva, the manager of Florence Hotel, said: “Tourists who used to visit the town now opt for Tanzanian towns such as Tarime and Mwanza.”

Besides, the hotels are facing an acute shortage of essential supplies since most suppliers have kept away for fear of violence. The suppliers, most of whom come from Kisii, Bomet and Keroka, have reduced their supplies, citing delays in payment.

To remain afloat, many hotels have sent their workers on compulsory leave or laid them off.

A number of hotels opened in Migori County in the last few years to cash in on the county’s tourism potential. The county is part of the larger western tourism circuit.

The investors also regret the standoff at the Migori County Assembly, which has denied them income. “We also rely on MCAs since most of them stay in hotels as they go about their businesses but there is nothing happening at the assembly at the moment,” Mr Oyugi said.

Chaos broke out in the county assembly during the election of the Speaker a couple of weeks ago and the House has not resumed its sittings since the court stopped the controversially elected speaker, Mr Boaz Okoth, from transacting any business until the matter is resolved.

“Occupancy rates took a drastic drop as the campaigns for August 8h poll set in. As we speak, they have sunk to as low as 10 per cent. Should this persist, we are likely to close business,” said Mr Mbeva, the general manager of Florence Hotel. Usually the rates range between 70 and 80 per cent.

When business is good, tourists flock to Migori County to visit popular sites such as Thim Lich Ohinga, the stone ruins of a protective wall that date back more than 200 years, Gogo Waterfalls and the Macalder mines.

Those with rental houses have been equally hit after some of their tenants moved out. Mr Joel Odhiambo, who owns a number of rental houses in Migori town, says he is yet to get tenants for some of his houses, which were vacated in the run-up to August election.

Many tenants are said to have relocated to Isibania and Kehancha towns, which usually experience relative calm even during periods of heightened political activity.

MIGORI, Kenya, Aug 31 – The death toll of people killed in chaos linked to the Orange Democratic Movement (ODM) grassroots elections in Migori has risen to three.

The third person who had sustained panga cuts succumbed to the injuries in hospital Monday afternoon, according to police in the region who linked the deaths to the ongoing party primaries although they did not occur at polling stations.

The elections however went on amid tight security after more police officers were deployed there.

Reports indicate that the violence broke out at various spots in Awendo when supporters of ODM and Ford-Kenya clashed, leaving many with injuries.

Rongo police chief Muganda Kisaka has told journalists that they had launched investigations and were looking for perpetrators of the violence which he linked to the ODM elections.

“We received an assault report at midnight that three people had fought at Stage Park. Preliminary investigations indicate that they had political differences, in their political ideologies; one of ODM and the other Ford-Kenya. One man was stabbed, it is unfortunate that this morning he had lost his life,” said the Rongo Police chief.

ODM’s National Elections Board officials who spoke in Nairobi condemned the chaos which they blamed on rising tensions after a road accident in Awendo where a newly elected official was ran over by a motor vehicle.

The party’s Director of Political Affairs Junet Mohammed and Executive Director Oduor Ong’wen insisted that the violence witnessed in Awendo was not related to the grassroots polls.

In a statement to media house, Mohammed said: “the attention of the party has been drawn to media reports that ODM elections in Migori County have been marred by violence which has claimed two lives. Nothing could be further from the truth. The two deaths in Migori County have nothing to do with ODM elections. Police in the County have confirmed that the deaths resulted from criminal acts that had nothing to do with party elections. Police have equally confirmed the victims had criminal records for which they were being sought by police.”

Ong’wen explained that the supporters who were in the newly elected official’s victory entourage attacked the driver and passengers in a station wagon (popularly used as a public service vehicle in the area) after it rammed and run-over a boda-boda that the official was riding on, leaving him with serious injuries.

Three people were rushed to various hospitals with serious injuries.

“A matter that we don’t think was directly related to the elections, but you know during elections emotions run high and people who accosted the occupants of this car claimed that it was opponents that wanted finish the newly elected chair is tragic,” said the ODM Executive Director.

ODM National Elections Board Chairperson Judith Pareno and Ong’wen had earlier lauded the party supporters in six counties where the first batch of grassroots polls were taking place for conducting themselves in a peaceful manner.

Ayacko, via County Elections Committee Chairperson, Tom Boy Otike, has made a new announcement, declaring Ayacko the winner.According to results relayed by Otike, who claims to be a returning officer, Ayacko had garnered 110, 350 votes against Obado’s 68, 464.

KENYA: FOUR PEOPLE CONFIRMED DEAD IN POLITICALLY INSTIGATED VIOLENCE IN RONGO FOLLOWING THE ODM DISPUTED ELECTIONS

Reports Ndira-Uradi In Awendo Town.

FOUR people were hacked to death while scores of others were seriously injured at Kitere in Kamagambo South Location, Rongo district within Migori County following the recently flawed much ODM grass root elections.

Scores of people who sustained serious injuries were hospitalized; while others believed to have suffered serious bodily wounds inflicted by machetes {pangas} escaped and run into the nearby sugar cane plantations.

Several suspects who are believe to have masterminded the bloody confrontation between the two groups were taken into police custody for questioning while tension remain high in the area next to Moi University College, Kitere Campus.

The incident took place in late Saturday afternoon. The combatants groups are believed to belong into two rival political camps vehemently opposed to each other, one such groups are reported to be rotating around the Minister for Public Services Dalmas Otieno who is the area MP, while the other group comprises the potential parliamentary aspirants for the 2012 elections in both Rongo and Awendo constituencies.

During the recently concluded but much flawed ODM grass root election the two groups opposed to each other had emerged and held two parallel elections in Kitre sub-branch of the ODM party. And the Saturday’s bloody confrontation between the officials of the two parallel sub-branches came about when one group had grouped at Kitere ready to open a new sub-branch office.

Unconfirmed reports say the attackers who suffered heavy causalities were suspected to be the supporters of the Minister Otieno’s camp. They went to the site in futile attempt to disrupt and disperse those who had planned to open the sub-branch ODM office in Kitere.

The police had difficult time to control and restore law and orders. By the time of writing this report, the bodies of the victims were still lying at the scene uncollected.

Several politically related deaths were also reported in Rongo during the 2007 general elections.

So far the ODM elections board chairman Eng Phillip Okundi had nullified the elections in this particular sub-branch and ordered for a repeat of the exercise. It was haphazardly conducted producing two sets of parallel sub-branches, and the party supporters placed the blame on the supporters of Dalmas Otieno and the gross interference into the party matters by members of the Provincial Administration in the area.

A week earlier before the party grass root elections in Rongo and Awendo district the Minister had convene an urgent meting held in Rongo Town where the mode of the impending elections were discussed in detailed accounts.

Selectively invited delegates from the ten administrative locations in both Rongo and Awendo district numbering about 400 people mainly known supporters of Dalmas Otieno were in attendance and it was later rumored that strategic plans on how to lock out those suspected to be allied to the new parliamentary aspirants were allege deliberated on.

The ODM sub-branch election had been scheduled for Kitere, and close to 300 delegates had already gathered at the venue ready for the elections when the Location chief and an assistant chief appeared at Kitere and made an announcement that the election venue had been changed abruptly and was switched to a new venue at Rakwaro Center about seven kilometers away.

This abrupt change of venue made it impossible for the delegates to walk and rush to the new venue due to lack of quick means of transport. Those who had their own vehicle rushed to Rakwaro while the rest made it to the new venue by foot, and the time they reached the new polls center, the elections had been long held and completed by Dalmas Otieno’s. Other delegates reused to travel to the new venue and organized for a parallel election at the old venue,.

The situation was even worse at Kuja where the district branch elections were held the following day when several delegates were locked out and sent packing.

The party members and leader who felt short changed at Kuja and locked out of Migori Teachers Training College for the County branch elections then moved to court and obtained an injunctions order, but the election officials refused to accept the court papers and defiantly went on with the election at the County branch which was conducted on consensus basis not by secret balloting a stipulated by the ODM constitution.

All these political manipulations are what breed the last Saturday death orgies at Kitere when those who felt wronged through political machinations resorted to to act of bloody violence, which claimed the lives of innocent people at Kitere, The death toll figure is expected to be on the higher sides when those who run into sugar plantations with serious bodily wounds an those hospitalized are accounted for.

The violence prone Rongo politics is gravitating between the Minister Otieno on one side and his perennial arrival the former cabinet Minister George Ochillo Ayacko on the other side.
