Both services (Mpesa & Mshwari) were originally provisioned through USSD but Safaricom is way ahead with this technology such that it uses a mobile technology referred to as STK i.e Sim Application Toolkit.
STK is basically a GSM technology standard that enables a SIM card initiate actions which can be used for various Value added services.
So yes Mshwari doesn’t use USSD but STK but if you are keen and have ever used Airtel Money you’ll realize there are USSD codes to access their Financial services.
STK is a better technology because of the UI aspect
