PSG is owned by Qatar Sovereign fund and neymar will be headlining the 2022 world cup(hosted in the same country), so to the owners its just an investment like any other
What if the guy becomes a flop during his season in PSG? I highly doubt he will be headlining anything in 2022.

QSI(Qatar Sports investment group) want Neymar to be the face of 2022 world cup(ambassador).
They are investing in his marketability as well as talent,so it's a win for the nation and for PSG as well

To win the Ballon D'Or by that time, he would have to be part of a team that lifts the UCL or FIFA World Cup. It will not be easy for PSG to win UCL in the next three seasons or so if you consider the number of good teams playing in other leagues in Europe. Hii yake was purely a financial decision.
