I do not see anything wrong with the advert. It is simply trying to subject corruption to the market forces of supply and demand.
You have to give it to the conmen for creativity and boldness. I’m sure there are fools who called and parted with something for a promise over nothing.

If that contract was true who in his right sense will give out such a cash cow. I have people who are fighting for such contracts and have several of them.
