The dispute between elections losers, morpho and IEBC led them to reconsider offering the tender to them. They don’t want to open another line of propaganda against the census. This tablet has the fingerprint scanner that would make easier to capture fingerprint biometric.
However KNBS has decided to buy the tablets locally. They want to maximize their little budget by buying locally made tablets from JKUAT that was used for the standard 1 tablet programs below.

This tablets cameras will still be used to capture peoples faces for facial recognition as a means of biometrics data. Its just as effective if not more. Buy Kenya, Build Kenya.
I believe that decision was sound on account of they still being effective, cheaper and avoids controversy in the procurement.

This census is a joint project between UN and Kenya government. They have been actively planning for it in the last 5 years. All stakeholders have been a part of the planning and execution process from the start. From all manner of politicians in national/county government. A lot of government departments/ministries. All security services, ngo’s, activists and foreign missions. All previous census good work has been enhanced, all mistakes noted and program adapted to mitigate them. All other census that took place in other countries in the last ten years studied. The only thing is that this working meetings don’t have sitting allowances so maybe that’s why most politicians skipped them. Just tea and lunch is offered. There are only two week points in this excuse. Data capture and public relations. Thanks to the UN, the centralized system that will collect all the information, tabulate them and give final results is fully automated to avoid manipulation like what Gov. Oparanya did 10 years ago as Planning minister. In data capture the tech is there to weed out double entries and incomplete entries. All entries must be done in full and image captured. The AI will instantly flag any face photo taken twice. In public relations, the expected propaganda will always be there no matter what you do.
somali numbers are hidden for strategic purposes. If we are losing the election by 1.3 million votes we can cook figures for north eastern areas, and justify it using the uncertain somali numbers. if our opponent is winning by a certain number we can still alter it coz we have the somali figure which nobody knows about, whether they are 20 or 2m, so we can use any figure to justify our narrative. IEBC is not part of this process or a stakeholder. They will only get the final result as tool for their own planning. It was decided from the start that they will not be involved. Elections is a very emotive excise in Kenya and its best to have it fully run by that independent constitutional body called IEBC. There was a discussion whether government can lease IEBC morpho tablets for the excise but we realized that it will open up the case of government using that as a means to manipulate IEBC through their devices. Worse propaganda has been used in the past and a section of Kenyans believed it. Census numbers are used only for resources allocation planning and sharing but not elections.
Actually, I think it is the central region that stands to benefit from not using biometrics. the myth of the ‘largest tribe’ in kenya was just about to be busted…
