Federal n state govt have been battling for 250 years due to different interpretations on the constitution. Kenya hapa katiba hata haijamaliza miaka tano Na ma evil society wants everything to fall in place with no hitches. Sorry POTUS said issue on devolution there is nothing he can tell his ambassador to do.
