Parliament can’t make constitutional amendments. Kama wameshindwa na hiyo process ya referendum then remember what DP Uncle Ruto said in 2009. This constitution will be the hardest to amend. It will need complete universal acceptance to pass and that is very hard in our divisive country. No backdoors. It will fail in Parliament and if by a miracle it passes then it will be stopped at high court, appeal court and supreme court. By then elections 2022 will have come and gone kitambo. By the way what happened to the chorus. Let’s concentrate on big 4 agenda.
