Public hospitals charges and revenue

Please help me understand.The public hospitals are funded their respective county govts.
My questions are:-

  1. Why do some doctors refuse to treat patients until they see a receipt of the service fully paid.
    2)Some of these hospitals are not as cheap as we are meant to believe. Where. do they take all the monies collected.
    3)Lastly what make the doctors have that inhumane heart of wanting to clear a patient account knowing to well they are not helping them.

I guess it is because health care is not charity

Dont the hospitals get funded by counties to operate,why do they then charge an arm and leg,a mobilisation fee would be enough

The funding by Counties is barely enough. In fact, counties just “subsidize”.

Healthcare is expensive. The middle class people have insurance. The poor pay with their sweat, no insurance. The ultra rich pay with their sweat, no insurance. the poor suffer more
