However i believe use of IT can eliminate 99% of these corruption cases that work by exploiting loopholes in the process.
In this case i believe there is a laid down procedure of registering a new public school. With the right leadership such a process should be digitized.
This means that its possible to put in checks before approving a school. Thses checks should be automatically done without any human interaction.
E.g. Building a new public school should involve acquisition of land, tendering for the building, etc. It involves admitting students, employing TSC teachers, etc. All these processes should be digitally captured and counter checked by the IT system before any license/approval is given.
