Why go roaming when you can use VOIP, i.e. WhatsApp. All you need is internet connection.
It’s really depends about which mobile operator you are talking about here. See my point ? For now in 2019, it’s really not a problem at all to make something bigger with that really anyway. And we do make some wonders even further. I hope it will work out.

Depends on which country you are visiting, safaricom does not roam in some European countries for example not to mention Asian countries. But kama ni Africa you should be fine.
SMS and calls should be fairly affordable i.e about 5 or 10 times more expensive than normal which is fine, but don’t even consider data roaming ata kama it’s for WhatsApp calls. Better spend 30 minutes to get local line if you will be needing data. Also, as advised have mpesa and only add a little airtime at a time e.g 200 bob to protect yourself before you figure out the consumption rate
