If you have to do anything computer you have to do american stuff. even basic efficient memory formats are microsoft. good chip designs and processor designs are american. otherwise it will be an uphill task rediscovering the wheel. good computer systems take eons to build. even creating an entirely new processor technology is a multi billion dollar if not a trillion dollar affair. even open source stuff are american or largely western. give credit where its due.

Instead of investing in their own homegrown research to catch up, they became thieves. It’s painful to believe but that’s the reality. And they were left even further behind in matters technology. Russia focused all her attention in looting the west. It was called the arms race.

Russia’s innovations are generally in the military field. I cant think of anything in the civilian sector that Russia has innovated. Dictatorships are generally not fertile ground for innovations to flourish. The USSR generally copied computer designs that had been innovated in the west:
