Lemme assume for a moment that you’re the graduate cop, and ask why you’d spend years educating yourself, only to end up in a job you feel doesn’t pay you enough.

In the U.S. for instance police officers are among the brightest and most highly educated e.g. the FBI. which recruits Havard grads. In such a scenario you just have to pay them better. Plus how does a Kenyan cop with a certificate deal with high tech financial crimes?
