Do we expect SCoK, to order for them to be prosecuted, or for them to be investigated ?
Of the two, which one will paralyze, the operations of IEBC ?

The SCOK CANNOT order the prosecution of those responsible for the illegalities. They can only recommend their prosecution, if it was one of the things asked by the parties in the petition. The ruling must be confined to the issues raised in the documents filed by the parties.
