Shooting was over a Ksh.1,400 bribe ?

So apparently, the gun wielding murderer is a Nigerian customs official. The Victim had delayed on submitting a 5,000 Naira bribe. Of course Nigerian money is sh*t, so it translates to Ksh.1,400, almost.
To be honest, the guy should have just snatched something else from the victim, not his life.
Kenyan cops have issues, but I would bet my money on the fact that it would be very hard to find a Kenyan cop that would kill because of a delayed Ksh.1,400 bribe.
