South Africa to amend constitution to allow Land Appropriation without compensation

JOHANNESBURG (Reuters) - South African ruling African National Congress will push ahead with plans to amend the constitution to allow for the expropriation of land without compensation, President Cyril Ramaphosa said on Tuesday, a move likely to unnerve investors.

The ANC had said in May it would “test the argument” that land redistribution without compensation is permitted under current laws, a plan that would have avoided the risky strategy of trying to change the constitution.

The proposal was first adopted in December by the party.

“It has become pertinently clear that our people want the constitution to be more explicit about expropriation of land without compensation as demonstrated in the public hearings,” Ramaphosa said in a recorded address to the nation.

“The ANC will through the parliamentary process finalize the proposed amendment to the constitution that outlines more clearly the conditions under which expropriation of land without compensation can be effected.”

Some investors are concerned that the ANC’s reforms will result in white farmers being stripped of land to the detriment of the economy, although Ramaphosa has repeatedly said any changes will not compromise food security or economic growth.

South Africa’s economy has barely grown in recent years, with the growth outlook remaining much lower than the 5 percent annual growth government is aiming for to make a dent in near-record unemployment.

Data showed on Tuesday that South Africa’s unemployment rate rose to 27.2 percent of the labor force in the second quarter from 26.7 percent in the first quarter.

Ramaphosa said the unemployment figures were “quite worrying,” saying the ruling party has told the government to move with urgency to develop and implement a stimulus package to ignite economic growth.

Ramaphosa said the measures will, among others, include increasing investment in public infrastructure.

“This stimulus package will be based on existing budgetary resources and the pursuit of new investments, while remaining committed to fiscal prudence,” Ramaphosa said.

This is just a populist move by the political elite in the country…no one knows exactly who is supposed to benefit from the siezed land…Given this is agricultural farmland the economy of the country will also be at stake…

We also have our whites,Chinese and Indians to ask out.

This is good news.

Anybody who follows SA politics knows that this move is designed to take steam out of Malemas run.

From france, through Britain to the US… nationalists have had a significant influence on current politics. Just look at La Pen, Farage/BoJo and Trump. In countries like Poland and Turkey its even worse.

You should know by now nothing makes an African more happy than achieving a somewhat upper hand against a white man . A good economy , functioning society is less important .

From your statement, you seem to imply that Africa should have continued to be colonised/become recolonised for the well being of the economy (you don’t mind Africans working as white economy slaves and living in so-called reserves).

Africans still work as ‘economy slaves’ and majority still live in reserves - we are communicating in their language, worship their god, beg them for medical aid to treat our kids, ama what would you call that.

I support but they should ensure agricultural productivity of the seized lands is maintained.

This is something for Kenya to consider, especially to stop Kikuyu women killing their husbands.

how? take an example of a 10,000 acre farm owned by a jungu farmer and his family, they have a farmhouse on 1/2 acre maybe, the rest is farmland full of crops. Now this land is taken up and subdivided to 10,000 landless families and each family gets at least 3/4 acre… do you think productivity of the land will remain the same as when it was one large farm?

I think there are stages in development of a nation, and one of them is desire for independence and fight for the basics. They cannot skip some of these stages and go right to productivity.

Some of you are suggesting that mzungu has monopoly in learning and understanding farming. That is exactly what mzungu wants you to believe. It’s a lie he pushes.
Kenya, Tanzania and Uganda don’t have mzungu farmers and we aren’t starving to death.
I support what Julius Malema is doing for South Africans. Hakuna compensation for land grabbers and even here in Kenya we should do the same thing.
