This is not serious, strategic bombers work well after an adversaries airpower has been grounded. At this point only an ICBM or SLBM can penetrate USA defenses if the goal is to do strategic bombing.
This will not happen because their man power and military resources will be overstretched. Look at the problems US is facing in Iraq and Afghanistan, so how do you expect these superpowers to recolonize the whole of Africa?
The only colonialism these superpowers are able to do in this modern age is through debt.
They wouldn’t need to strike America. One barrage to the Panama canal would render and it make difficult for ships and naval vessels to move from the Pacific to the Atlantic.

If world war 3 happens, it will be unintentional on both sides (i.e. USA and USSR) rather than a calculated move by one side to attack the other (like Hitler did with the USSR in 1941) simply because of MAD (Mutually Assured Destruction). Neither side can win and both will be decimated (together with the rest of the world).
Europe and USA and probably eastern Asia would be badly devastated and Africa would rise as the next world super power
