There are both legal and illegal jaggery producers in all sugar growing regions owned by some Individual sugarcane farmers plus a few complex ones owned by Indians.(some wanahepa annual licence fees of Kshs 100,000 plus other conditions) .Some use very simple tools to crush the cane then turn them into solid blocks/corn shapes etc.
The info I got several years back from the ‘ngutu’ traders is that the best places to get it at a fair price is directly from the producers. Sadly I’ve never inquired their prices so I can be of no help.Good luck.
