I’m assuming the fundi had enabled OEM unlocking feature in the Developer options menu before flashing the new firmware.
First, you will have to unlock the boot loader…

You will also need to download the stock rom for the phone in case the guy used the wrong/damaged rom for your phone.
assumimg you have a pc with adb and fastboot drivers installed and working Go to en.miui.com create account download fastboot firmware for you device and Mi flash tool. Fire up your device in fastboot mode(not sure mi 4x keys but hope ni vol- and pwr button) then connect to pc start mi flash tool load rom and flash wait for it to finish viola done.
