Forget it. You cannot impose such regulations. Just like they cannot impose such regulations for us - well, at least not outrightly. It would be an affront to the basic principle of sovereignty of nations which is at the very foundation of diplomatic relations.

It may sound unfair, but the embassy/consulate does not get funding from the Federal Government. It’s the same case within the US, the USCIS (US Citizenship and Immigration Services) isn’t financed by the Feds, and that’s why they were able to stay open during the partial govt shutdown.
In my opinion, 16K is a fair amount. Look up Form G-1055 (fee schedule) from the USCIS website. Some service applications (simple forms) cost over $900 (90K). Others range from $1000 to over $3000.

Remember the embassy has rates to pay, staff to pay, bills, utilities and what not, each embassy must collect revenue for its daily activities.
