I doubt its the APs, hao najua training yao is not even close to traffic duties - but I thought the regular police go through the same training in kiganjo then at the end of the course they are placed into the various departments or sectors i.e traffic and the others, thus when it comes to qualifications all of them are at par or rather they should be.
