What woulf it take to visit Dubai? Is it easy to plan? What kind of itinerary would anybody need? Budget? Best plans/packages out there?

Company package will give you city tour, dhow cruise one day shopping at Dubai mall na desert safari & belly dancing. I know one talker who can assist you. The only thing that can make me go back to that sandpit is the global village.
Dubai is highly overrated. There are better places you can visit, like spear has mentioned.

I didnt even bother. How long do you want to stare at sand? It may be interesting for the first 5mins then what? Even that dune-bashing is pointless unless you are the one doing the driving.
Plus you always feel like you have to be on your best behavior. Ata ukienda bar, you dont feel very comfortable drinking, checking out women feels like mission impossible 8, and the pokos will leave you wondering if you are paying for sex or paying deposit+goodwill for a shop.
