That water is saline. You can’t use desalinated water to irrigate and turn a profit on crops. It’s cheaper to export ( water or crops) from rain rich counties. Don’t take David Ndiis statements at face value. Factor in the costs of construction of a large scale desalination plant and it’s operation and you start questioning your decision.
There’s no way Turkana will ever be the bread basket of Kenya, and bypass Central, Western, Nyanza and Rift Valley where you have continuous rainfall, supportive weather and soil. Turkana has poor soil to start.
