The main issue is that the dam will reduce the Nile waters due to its massive capacity. Egypt was proposing that the dam should be filled periodically during the annual rainy season which might take around 7 yrs and Ethiopia is having none of it. Imagine putting up such a massive investment and you can only use it after 7yrs.
