Why do foreign criminals get deported without first going to jail?

It seems like every time foreign nationals break Kenyan law they get the soft treatment of becoming deported without first going to jail.
Why are they getting a slap in the wrist punishment?
In their countries if a Kenyan breaks the law he gets thrown in jail awaiting trial and if found guilty he first serves the prison then gets deported.
If getting deported is the worst punishment that an immigrant can get, this is no deterrent to committing crimes in Kenya.
This further proves that Kenyan law is only meant for poor Kenyans.
