I don’t know if the mopping up operations are over but I feel we need to discuss and complete the security protocols advanced after westgate and garissa attacks. We have seen a much better performance by our security officers this time round.

The mistakes:

We need to improve on gate barriers and security checks at the gate and buildings entrances. Dusit has a long leading road entrance and a well manned gate. That’s why the attackers needed a relative big explosion to gain entrance. It could have been a lot worse if they didn’t have to use the explosion to gain entrance. That blast made everyone take cover. By the time they got to Dusit everyone was hiding inside. A more robust gate security barrier will slow the attack significantly, give first responders more time to get them before they go far and probably save more lives.

The solutions.

The response time needs to be within minutes. Westgate shootout ended after 46 mins, the rest were aimless single shots. Garissa attacks shootout ended in 1 hr. This looks like it was over under 30 mins. Only time will tell. The first to arrive were plain cloths police from nearby building I.e banks and high profile residents, who got there in under 10 mins, DIC Director found them there and directed them on the initial engagement at the entrance. Recce got there soon after but only started to scale inside the building after the grounds was cleared first in order not to fall prey to bombs or traps. The command and control centre was very effective. Coordination between security officers, fire services and ambulances was at par. The communication was reserved and measured which is good. Only report what has been verified by various known sources at the ground. We need more tactical teams positioned around the city to respond within a few minutes on site during an attack. In fact we need a Recce squad in all 47 counties. The border fence needs to be completed up to Lamu. The distance covered so far has had an impact. I don’t know how far along it is, its a KDF operation and not shared at all. The Somali situation is took complex and chaotic to fight alshabab effectively. They have enemies and friends in the federal government of Somali which makes it hard to fight them. Let’s equip Jubbaland administration with the tools and equipment to liberate the border region of this menace. They know where they are, whom they are and how to get them. Why? They are one and the same. Anisom should handle the operations and conduct them jointly. The fighting there is an insurgency where they hit and hide at night only. The rest of the day is uneventful. Active patrols should be by Jubbaland troops since the attackers wear civilian cloths. Let them finally control their own region, federal Somali is only interested in its own power on Mogadishu.
